12.1.4 Handling when forced authentication is enabled

If there is no response from RADIUS server when forced authentication is enabled, authentication will succeed at that point. For example, when terminal authentication is performed with MAC authentication, if there is no response from RADIUS server, authentication is successful with single authentication.
